The Virginian flag was adopted at the beginning of the Civil War in 1861. The flag contains a
dark blue field with the Seal of Virginia in the center. Depicted on the state seal is a woman “Virtus the
genius of the Commonwealth” and she represents Virginia. The prostrate man symbolizes tyranny. The Tyrant is
holding a chain and a scourge with his crown lying next to him. Underneath the depiction is the Latin motto
“Sic Semper tyrannis” (Thus Always to Tyrants), which is a quote attributed to Brutus during the
assassination of Julius Caesar in Rome.
